|  The Horseplayers' Coalition (HPC) is the NTRA's legislative voice for horseracing's customers. The Coalition seeks legislative solutions to Federal tax issues that impact horseplayers and pari-mutuel racetracks, and provides grassroots support for NTRA's lobbing efforts on Capitol Hill. The Coalitions Advisory Panel is tasked with helping the NTRA Legislative team identify, establish and prioritize player-friendly legislation.
The Pari-Mutuel Conformity and Equality Act of 2009 was recently introduced in the 111th Congress. The bill would eliminate the 25% Federal withholding on pari-mutuel winnings of $5,000 or more, and make horse racing more competitive with other forms of gaming, which are not burdened by similar restrictions. Your membership in the HPC will help advance this bill.
Annual membershipis $25. Horseplayers can also join the Coalition by participating in the Daily Racing Form/NTRA National Handicapping Tour (NHC Tour). A portion of each NHC Tour registration fee is earmarked for the HPC.
